People don‘t have any power to make better. System destroy everybody who tries to make change. The temptation is to put off making hard decisions, but then that becomes its own sort of decision.
Formula vigilante tale. The one weak point is that crime conveniently keeps just popping up around her, over and over again. Satisfying and interesting, but it lacks an imagination, except at the end.
